Update debian/changelog, debian/copyright and debian/rules
...
Update the copyright dates to 2016, remove the inhibition on updating the
GNU Gettext files as required, and add a changelog entry for the new
version.

Do not run autopoint(1) to update GNU Gettext files, as the upstream
version uses version 0.19.5 macros but specifies 0.18.1.

The file debian/changelog was omitted by accident. Games are to be
installed in /usr/games, per Debian policy.
