Clean up whitespacing, etc., in the Spanish translation
...
Change the whitespacing, padding and word-wrapping of many strings and
labels, add the standard header comment, correct a few obvious spelling
and translation mistakes, replace 'quotes' and `quotes' with «quotes» and
tabs with spaces.

...
The Debian menu system has been deprecated for some time. Debian Policy
4.0.1 now states (in Section 9.6) that "packages installing a Free
Desktop entry must not also install a Debian menu system entry".

The file m4/gnulib-comp.m4 is required in the with-autogenerated branch
...
Without this file, ./configure fails and the ./build-aux/bootstrap script
needs to be run again. This latter script has been rerun with the same
inputs as commit 2dc2bfb9bf
