As noted in #11658 the system notifications list will always suffix
system notices with ... even when the notice is longer than 120
characters.
Instead we should use .text.truncate to auto truncate and make the
notices clickable to view their details.

As a result of modifications to the contents of the conf folder, `make bindata`
was run, causing an update to bindata.go.

This commit will be rebased onto the 'develop' branch.
This is feature is workaround for #2628 (JumpCloud) and some other services
that allow LDAP search only under BindDN user account, but not allow any LDAP
search query in logged user DN context.
Such approach is an alternative to minimal permissions security pattern for
BindDN user.
This commit improves templates readability, since all of them use consistent
indent with all template command blocks indented too.
1. Indents both HTML containers such as <div>, <p> and Go HTML template blocks
such as {{if}} {{with}}
2. Cleans all trailing white-space
3. Adds trailing last line-break to each file
Consider following LDAP search query example:
(&(objectClass=Person)(|(uid=%s)(mail=%s)))
Right now on first login attempt Gogs will use the text supplied on login form
as the newly created user name. In example query above the text matches against
both e-mail or user name. So if user puts the e-mail then the new Gogs user
name will be e-mail which may be undesired.
Using optional user name attribute setting we can explicitly say we want Gogs
user name to be certain LDAP attribute eg. `uid`, so even user will use e-mail
to login 1st time, the new account will receive correct user name.
The IsAdmin flag is set based on whether the admin filter
returned any result. The admin filter is applied with the user dn
as the search root.
In the future, we should update IsAdmin as well on each login.
Alternately, we can have a periodic sync operation.
The "PHP" formatting function doesn't add anything, except an undocumented date format.
All usages in the templates have been replaced with DateFmtShort and DateFmtLong for convenience.
